VISA/ENTRY PERMIT REGULATIOS FOR NON-EU VOLUNTEERS
 
We are looking forward to welcoming you to the University of Cyprus.

The International Students and Staff Support Office's mission is to encourage the internationalization of the University by informing non-EU staff coming to the University of Cyprus about the culture of Cyprus and life at the university. It also provides guidance and support to all non-EU staff on issues relating to immigration requirements and visas.

All non-EU Volunteers who apply to the University of Cyprus require a visa to enter Cyprus. Provided that all the required documents and payments have been received, the University will submit the documents to the Migration Authorities for evaluation.
 
Please see below the required documents:
 
1. Application Form M58, duly completed and signed.
 
2. The payment for the entry visa fees for the amount of €85,43 should be made via JCC SMART, through the website https://www.jccsmart.com/e-bill/9356296 
a. (Application will not be processed without this non-refundable fee).
 
3. Duly certified copy of passport or other travel document, valid for:
a. at least the expected duration of the Program,
b. at least two years.
 
4. Duly certified copy of criminal record or Certificate of Good Conduct from the official authorities of the country of residence with official translation in Greek or English. A public/governmental authority must issue the Certificate.
 
5. Original medical certificates attesting to good health, including blood tests (Hepatitis B and C, AIDS/HIV and Syphilis) as well as a Chest X-Ray (testing for Tuberculosis) from country of origin. (Medical examinations are considered valid for a four-month period). The medical documents must be issued by a public/governmental authority.
 
6. Copy of the Agreement between the applicant and the Organization which is responsible for the volunteer work program which includes description of: the duties, the time-table, the funds offered by the Organization for travelling, living, accommodation and transportation expenses during the stay in Cyprus and description of the training provided in order to fulfill the Volunteer’s duties.
 
7. Proof that the organization has a civil responsibility insurance certificate and it takes full responsibility for the applicant during the stay in Cyprus, especially in reference to living, medical and re-patriation expenses.
 
8. Personal guarantee issued by the University of Cyprus for the re-patriation expenses.

Attestation of Documents (IMPORTANT):

1. All the above documents must be officially translated to English. In cases where translations are necessary, these must be done by an approved translator and attested by the relevant authorities in the applicant´s country.
 
Please note that the APOSTILLE stamp does not need to be translated.
 
2. The attestation process differs between countries that have signed the Hague Convention of 1961 (Apostille) and those that have not. The Attested documents must be in English.

• Volunteers applying from countries that have signed the Hague Convention of 1961 (Apostille) must have the stump APOSTILLE.

Volunteers must have their documents attested by the designated, competent government authority, which is authorized to affix the Apostille on their documents. The Ministry of Justice or Ministry of Foreign Affairs is usually the government body that issues the Apostille.
 
• Volunteers applying from countries that have not signed the Hague Convention of 1961 (Apostille) but have a Cyprus Representation in their home country must have their documents attested by the Ministry of Foreign Affairs in their home country and then further attested by the Cyprus Embassy, High Commission or Consulate.
 
All documents including: (1) academic documents, (2) police clearance certificate, (3) bank letter, (4) blood test (5) X-ray report and (6) copy of passport should be attested by the appropriate /relevant authorities in the home country, attested by the Ministry of Foreign Affairs in the home country and also further attested by the Cyprus Embassy, High Commission or Consulate.

• Volunteers applying from Russia and Serbia: Based on bilateral agreements between Cyprus and Russia and between Cyprus and Serbia, applicants from these countries are exempt from the above procedures, provided all their documents are officially signed and stamped by the issuing authority.

As soon as the set of attested documents is received (one original and one duplicate) they will be forwarded to the Migration Department. When the entry permit visa (blue slip) will be ready, it will be scanned and emailed to the Volunteer.
 
This is the document necessary for traveling to Cyprus. The Cyprus airport security/authorities will accept the scanned colored version. The original will be given to you by the International Students and Staff Support Office upon your arrival in Cyprus.
 
To be able to travel, you must apply for an authorization through the online portal https://cyprusflightpass.gov.cy/  , using the “Special Permission” field and attaching the blue slip. 
 
When the Entry Permit Visa (Blue Slip) is issued and in order to enter Cyprus, you must apply for an authorization through the online portal https://cyprusflightpass.gov.cy/ .
 
Countries are categorized according to their epidemiological situation into categories Green, Orange and Red, with category Green having the most favourable epidemiological status. Any Countries not defined are treated as Grey (Special Permission) category. The categorisation of Countries is updated weekly by the Ministry of Health. An announcement concerning any future change will be published at the following link https://www.pio.gov.cy/coronavirus/eng/categories/en-fly .
 
Passengers, with nationality of third countries, travelling to the Republic of Cyprus from a country not included in Categories Green, Orange or Red are required to obtain beforehand a special permit as defined by the Infectious Diseases (Determination of Measures to Prevent the Spread of the COVID-19 Coronavirus) Decree (No. 9) of 2021, as amended for the time being. Therefore, if your country belongs in Categories Green, Orange or Red then you can apply for an authorization to travel through the on-line portal https://cyprusflightpass.gov.cy/ 
 
If your country belongs in Category Grey, then you shall be granted the special permission (and attaching the Blue Slip) as:
 
"Persons whose arrival in the Republic is necessary for the purpose of implementing public projects or for honouring other important professional commitments".
 
Applications for special permission cannot be submitted in the last 2 days prior to the expected travel date.
Requests for the granting of a special permit may be submitted through the e-platform within 14 days prior to the expected travel date. As from the 1st of April 2021, the approval granted shall be valid for two months from the date of issue of the special permit. Travelers are advised to arrange their trip before the expiration of the two-month period. As mentioned in the payment terms, amounts paid through the platform are considered final and are not subject to refund for any reason.
 
Upon the granting of the special permit a unique number will be sent exclusively connected to the passenger’s identity card number or passport number.
 
The passenger would then be able to use the said number in filling out his/her application for acquiring a CyprusFlightPass, by writing it down in the required space as special permit number.
 
Persons traveling from GREY countries are required to undergo a molecular test at a certified lab, with the sample taken during the last 72 hours prior to flight departure, and upload a certificate that demonstrates a negative PCR for COVID-19, on the Cyprus Flight Pass Platform. In addition, they will remain in a status of obligatory self-isolation/quarantine for fourteen (14) days or a status of obligatory self-isolation/quarantine for ten (10) days, provided they undergo another PCR test for Covid-19 on the 10th day, at their own expense.
 
The result of the lab test must be submitted to the electronic address This email address is being protected from spambots. You need JavaScript enabled to view it.. Children who arrive in Cyprus before their 12th birthday, are exempted from testing. All travelers will also need to provide certain information and solemn declarations. Then we will arrange an appointment for you to give you the original blue slip and to explain you the residence permit card procedure.
 
Upon arrival in Cyprus

All Non-EU Volunteers are required to show the following to the Immigration Authorities at Larnaca or Paphos Airport:
 
1) Original Passport
2) Copy of the Entry Visa (blue slip)
3) Confirmation Letter/Acceptance Letter from the University of Cyprus.
4) Authorization to travel from the https://cyprusflightpass.gov.cy/en/home online portal.
 
Please note that within ten days of your arrival, you should complete all necessary procedures in order to submit the application for issuing your Temporary Residence Permit Card in Cyprus.
 
In cases where self-isolation is required, you may complete all the necessary documents for the residence permit card, after the quarantine period is terminated.
