O Ιωσήφ Κόβρας είναι Αναπληρωτής Καθηγητής στο Τμήμα Κοινωνικών και Πολιτικών Επιστημών του Πανεπιστημίου Κύπρου. Προηγουμένως δίδασκε Πολιτική Επιστήμη στο City University of London (2016-2020). Εκπόνησε τη διδακτορική του διατριβή στο Πανεπιστήμιο Queen’s του Μπέλφαστ (2011) ενώ κατέχει μεταπτυχιακό στις Διεθνείς Σχέσεις από το πανεπιστήμιο Aberystwyth (2006). Η έρευνα του εστιάζει κυρίως στις πολιτικές μεταβατικής δικαιοσύνης (transitional justice) σε βαθιά διαιρεμένες κοινωνίες. Παράλληλα ασχολείται με τις πολιτικές λογοδοσίας που υιοθετούν χώρες έπειτα από οικονομικές κρίσεις. Ευρήματα από την έρευνά του έχουν δημοσιευθεί μεταξύ άλλων και στα ακόλουθα περιοδικά: Comparative Political Studies, West European Politics, Comparative Politics, Political Psychology, Nations and Nationalism and Cooperation and Conflict.

Το δεύτερο βιβλίο του, «Grassroots Activism and the Evolution of Transitional Justice» (CUP, 2017), έλαβε Εύφημο Μνεία στο βραβείο βιβλίου της International Studies Association. Το πιο πρόσφατα δημοσιευμένο βιβλίο του, «Accountability after Economic Crisis», εκδόθηκε το 2025 από το Oxford University Press.

Η έρευνα του για τα κίνητρα του εγκλήματος των εξαφανίσεων επιλεχθηκε για χρηματοδοτηση απο το Ευρωπαϊκο Συμβούλιο Έρευνας (ERC, Consolidator Grant 2023-2028). Έχει λάβει χρηματοδότηση από το Economic and Social Research Council (ESRC) και την Βρετανική Ακαδημία για να την εκπόνηση ερευνητικών προγραμμάτων.
