Understanding the political regime that turned a natural disaster into a massacre

Abstract
On 6 February 2023, southern Turkey and northern Syria were shaken by two massive earthquakes with a death toll over 47,000. Earlier, Turkey had also experienced a major earthquake in 1999 with a death toll over 16,000. Contractors acting with greed for profit and neoliberal authoritarian governments that did not take adequate precautions against them were blamed in both cases. However, the 2023 quake had its differences from 1999 quake. It exposed the transformation of the political regime under 21 years of AKP rule towards a new type of Islamic fascism, with a deep transformation of the internal hierarchy and functions of the state apparatuses. The expansion of Presidency of Religious Affairs (Diyanet) and various branches of the repressive apparatuses of the state at the expense of institutions like Disaster and Emergency Management Presidency (AFAD) were part of this process. This seminar will analyze how these changes in the political regime turned a natural disaster into a massacre and discuss its possible social consequences.
Short Bio
Şebnem Oğuz is a retired professor of political science from Ankara, Turkey. She received her PhD Degree in Political Science from York University, Canada. Her research interests include state theory, political economy, Marxism and Turkish politics. She is a member of the Socialist Register editorial Collective and has published in various journals such as Science and Society, Political Geography, Socialist Register and Praksis.
